Multiple Resources on Route - Scheduling creates multiple jobs for multiple resources but when releasing to production only 1 job created per Route

I have defined a routing using Capability as the requirement and on the Route details, I specify I want multiple resources.  Resources=3 Load=100%.

When I add the Route to a Production Order and go through Scheduling - Schedule Jobs/Back from Delivery Date - Finite Capacity is off for everything -> The scheduling Engine creates multiple jobs for the multiple resources required.  When you look at the Route associated with the Production Order, it shows that multiple resources have been allocated.  When you look at the Jobs associated with the Production Order, it shows many jobs assigned to multiple resources.

The problem is when i got to Release the job to the floor for production, wherever there were multiple resources specified, it only creates a single job and assigns it to the last resource on the list.

Then I go to Production Control/Manufacturing Execution/Jobs & Activities/Production Jobs and not all the jobs are available or released to production - Just the jobs assigned to the last resource in the multiples list
