Action button is not showing in the ribbon

Good day,
 
In BC I have two companies one is company 1 another one is company 2, I'm creating a small approval work flow for sales order for both companies, So I add a action button in sales order page like this 
 
 
And I add a ListPart page in both companies, Its showing the ListPart page in both companies as like this
 
 
Then I wrote some condtion if the Sales order is not approved (Like in pending ) user cannot post ship or invoice aginst the Sales order, Now Problem is  action buttons are only showing in company 2 not in company 1.
 
But in company 1 with out approval I can't post ship or invoice as like in company 2. I try to edit tha sales order page in company 1 using Personalize but it's not work.
 
So the problem is condtions are worked well in both companies but buttons are not showing in company 1 and also I didn't use data per-company.
 
Please help me to solve the issue.

    Can you check the properties of action , visiblity and other properties . Attaching sample . Add two more properties "Promoted","PromotedCategory"

    yeah its a silly mistake from my side I forgot to add Apllication Area = 'ALL',
