Client would like to implement Management Reporter but doesn't want to turn off FRx immediately. Are there any issues with having both running in the same environment?

It's recommended that you run both side by side for a while. You can get more info here:

I've not done it often but I've not had problems with both in place at the same time. Generally though, MR has been installed onto a new x64 server with FRx living on the old x86 one which is pending retirement.
Even if they're on the same box, their databases are on different platforms (Access vs. SQL) and are written in different programming languages (VB6 to VB.NET) which do not intersect at any point.
