I have quick question: is there any way to overwrite the below highlighted import template in Dynamics CRM (V9.0, on-premise).

Hi,
No, you can't customize/ change the template as this is based on the fields on the forms. You can refer below thread for more detailed understanding but in short you get all the fields which are placed on the form. In addition to this if there are some additional required field which are not on form, these will also be included.
If you are looking to have a template with juts few fields then there is a workaround. For this, you need to create an advance find query and included your desired columns, once done, add a filter which can't be tru like accountid doe not contain data (which can not be true as account will always have id) now when you run this query, you get a blank result. You can then export that as an excle and use that excel as your import template.
