When I open GP 2015 the Home page pulls up error 404 or Navigation to the webpage was canceled.

Try this ,On the home page, click Customize this page then un-mark the "Connect" checkbox and click OK.
That just means the Connect services are down at Microsoft. This is a known issue and I have been made aware that they are working on it. Once the services are re-established, your Connect gadget should work just fine.

Mariano is right. The Connect services are down and IT is actively working on it. I will update this thread when the issue is fixed.
