Does anyone know if Commercial or GCC to GCC High is a supported tenant to tenant migration scenario? It's difficult to determine based on this article https://docs.microsoft.com/en-us/power-platform/admin/move-environment-tenant?tabs=image

I believe this is supported however not by general Microsoft Support. You would need to engage the Microsoft Fast Track team. If you have a partner then they should be able to assist with engaging them.
