Please check the image below in which one user has in-Transit Code and another does not appear in the same profile.
How to add the in-Transit Code to another user.

One user can have added the field through personalization and the other have not done that yet.
Please ask the user missiing the field to go to personalization and try to add the field to the page.
You find personalization by clicking the gear in the upper right corner.

Hi, I checked the standard codes and there is no special control over the "In-Transit Code" field.
Here's how to run personalization.

But it looks like you're using the Windows client. Hope the following helps.
