Can't publish my ISV to customer's BC license

I have an issue with the end-customer Microsoft Dynamics 365 Business Central on-premise subscription license. I can't publish my ISV to customer's BC license (received an error for the first object - error below). I have tried to regenerate the customer BC license, but it doesn't help.
 
Error message: “The request for path /CHC/dev/apps?SchemaUpdateMode=forcesync&DependencyPublishingOption=default failed with code 422. Reason: Your program license does not allow you to publish 'Local Bank'.”
Please, advice where could be the problem?
