"Lock RFQs when they are sent" parameter is blocked

Dear experts,

I would like to enable the "Lock RFQs when they are sent"-parameter in Procurement and sourcing parameters. But the parameter seems to be blocked and I can't set it to Yes:

I have already done some research and found this is related to "Public sector" license configuration. This configuration is enabled in my environment, except for the "Vendor bidding":

Next thing I did was to compare my setup with a Contoso environment. The license configuration for Public sector is the same here, but in some of the legal entities (e.g. USMF), the "Lock RFQs when they are sent"-parameter is enabled (and can't be set to No):

Does anyone has an idea why in some Contoso environments this parameter is set to Yes and if it is possible to enable it?

If public sector is enabled, vendor bidding takes the "Lock RFQ"'s place. If you need public sector, you need to enable vendor bidding.

I don't remember where I can find the documentation, so here is the code behind the field.

The field is set to yes either because vendor bidding is or was enabled at some point, or it's really old data (Contoso USMF can be traced back to AX2012 R3).
