Unable to proceed with modifying an SO with delivered status.

I am unable to proceed with modifying an SO with delivered status. I wanted to modify the tax-exempt number however the system is not allowing me to do so and a message pops up.
Can you explain to me why?

    Unable to proceed with modifying an SO with delivered status.
    Seems this Sales order have work order, Do cancel the work order and cancel the shipment. change the required filed and do again release this order to warehouse.
