The value in the Line Discount % field must be between 0 and 100

Hello all,

Its really  making me mad. While creating service invoice this error occurs. 

"The value in the Line Discount % field must be between 0 and 100." Though I checked its value is 0 (decimal) but system let 

see this... table is showing 0 but still error..
