voucher tender without sales tax

any way to create a voucher tender that does not include sales tax?

we have a coupon going out that offers $20 product for $10, but it shouldn't include sales tax - that would need to be paid via another tender

we plan to treat the coupons like gift certificates with serial numbers....

so can this be done?
