Cost Roll Up

I am doing cost roll ups with std cost. I have purchased items that are set up as depicted below: 
 
- Default order type : Purchase Order
- They have a BOM version, header, and lines associated that are not approved or activated
- Their BOM Type: BOM
- Their Calculation Group has: Stop explosion selected
 
I am calculation the cost looking at the latest cost posted activated. 
 
Yet when I roll up the cost of the entire product structure that includes these purchase items, it tries to roll up the cost of the purchased item using its BOM instead of using the cost price activated. Why would this be? 
 
Ironically when I set the BOM price to: None then it uses the cost price that is activated. 
 
Further from here, even if I flip the BOM type back to: BOM, it still then uses the cost price and doesn't roll up the BOM to calculate the cost proce. 
 
Any help would be appreciated.
