CustomAction can run flow with Manually trigger a flow trigger???

Hi all, 
 
 
My colleague created a customaction to run Power Automate flow. 
 
The flow is in Default Environment with Manually trigger a flow trigger in Power Automate and the action is added to production environment in BC.
 
 
Based on Yunzhu's article, 

If the trigger of the flow is not For a selected record, although the action can be added to the page, it will be grayed out and cannot be used.

 
But actually the action is visible and work. Can anyone has any idea about this? How is this possible?
 
Then when I added another customaction (same code above, different Flow ID and environment ID) with flow in Production environment (Power Apps), this time, the action is greyed out.
 
What am I doing wrong?

    Thank for your response. 
     
    There is the confliction that I don't understand, based on the article, my 1st action should be greyed out and caption set in the code is display, but the thing is that you can see in the picture:
     
    • 1st action is visible and has the caption of flow's name.
    • 2nd action is greyed out and has caption setting in the code.
     
     
    Note: Those 2 actions are using the same code with different Flow ID and environment ID, and flows trigger are Manual trigger a flow. Flow of 1st action locates in Default environment and flow of 2nd action locates in Development environment.
