no matter how I change the 'Field Label Width' it's all the same looking like above

can you check if you enable below setting?

if yes, try to clear cache.
if No, try to apply it.
It appears that you have set the 4 column formatting which means the layout will try to show 4 column on the same row thus your width may not apply. Try changing the formatting to 2 column and see if it helps. Also see if moving the section to some other tab (with just one section) helps. At the end its about how much horizontal space you have.
You can go for the above suggested workaround of text wrapping if that suits your needs.
