The Date Flowfilter on the Foreign Currency balance (Report 503) doesn't seem to work on the bank account ledger entries.

Report

Because the report is not designed to inherit the Date Filter from Currency table to Bank table.

The date filter that you put is only for the Currency table. The link between Currency and Bank is only on the Currency Code.

If you want the filter the bank as well, you will need to customize the report.

Because of the way the report is designed. As for why Microsoft design it that way, I have no idea.
