I've custom entity with (Assigned To option set Field).
I want one user only can change this field value.
but the others can see read data only.
how can I do it please

This can be achieved by using "Field security role".

It depends on what exactly you want to achieve, but you might use field level security - give that one user full access to the field (through a field security profile), and give other users read-only access through another field security profile:
