This is by design. The relationship behavior does not include activate and deactivate.
If you want to achieve that when the account is deactivate, all its related contacts are deactivate as well, then we can do it through Power Automate (flow) or a custom workflow.
Here I recommend you to use flow, which is a no-code and supported way.
Go to Power Apps, select D365 environment, click Flows, new an automated cloud flow, and set it as follow.
