Hello, one customer of us has Dynamics CRM 2013 on premise. Is it possible to implement the Portal ? If yes, she has to pay for it or he has for free?

The legacy portal product does not support that older version of CRM. The new portal offerings require version 8.1 or newer. As such, I don't think you will be able to implement either version.
Crm portal available from 8.x versions and if you are in latest version you can download source code of the portal solution and can host it on your server. For older version were using Adx portal. If am not wrong new provisioning of adx portal has stopped. Since Microsoft brought the adx and offering as crm portal. To conclude, unless to upgrade to latest you can't get crm portal

With the current version of CRM that she has, Portals is no longer available. If she can get an earlier version of Portals (I think version 6), she might be able to do it, but not sure if that is still available or supported.
If she upgrades her CRM to Dynamics 365, she has a choice of implementing Portals (a downloadable solution from the Microsoft web site). The issue with this, is that support is only provided by third party VARs or ISVs, and not by Microsoft, so if she get's into any issues, support will be hard to come across.
The good thing, is that the downloadable from the Microsoft web site for this Portals is free.
