can we install the Manufacturing Accelerator only with Power Apps and Power Apps Portals plan, without having Dynamics 365 Apps licenses?
Is it a supported scenario?

Yes, you may install the manufacturing accelerator without a Dynamics 365 license. You need a Power Apps and Power Portal license to use the app.
