Assigning BC License error: validation of customer user scenario failed

Has anyone received the following error when trying to assign BC licenses.
 
unable to perform because validation of customer user scenario failed
 
Would appreciate any suggestions or thoughts.
 
I am using a GDAP enabled account with the following Microsoft Entra Roles enabled:

    Hi,
     
    I think you can check the issue with your direct provider.
    Have you ever tried to assign the license from the MAC portal.
    If the issue persists, please check if you have the Delegated administration privileges access.
