HR Health Insurance waived, but deduction still taken in Payroll

GP 2015 HR Health Insurance Enrollment-when we mark it “Waived”, I would expect the Payroll Deduction to be made zero, but it stays at the defined amount. If we change the Payoll deduction to zero, we get the message that the Payroll Deduction doesn’t agree with the HR Benefit setting.

Is this a bug, or do we need to handle it differently?
