Copy Sandbox type environment to a Developer type Environment

I need to migrate/copy/transfer all data and customizations  from a Sandbox Environment over to a Developer Environment,

I know about the Copy button, But when I select the copy environment on my sandbox, there are no valid targets to copy to.

I'm having database storage capacity issues on my tenant, and I knnow Developer environments does not occupy space on database and Sandboxes do.

So I want to migrate my SandBox over to my Developer environment

    Hi,

    Based on the information you provided, we conducted a series of tests.
    We found that the developer environment cannot be overwritten as a target environment.
    It is possible to add custom data and components from the sandbox environment to a newly created solution, then export the solution and import it into the developer environment.
    However, managed data and components cannot be transferred to the developer environment in this way.

    The developer environment is commonly used to design and build software, and the sandbox environment is commonly used to test and debug software.

    Therefore, we recommend that free up storage, delete unwanted environments, or buy more storage capacity to be compliant with storage usage requirements.

    @Dengliang Li I find when I go into PPAC for a sandbox or Prod environment the target environment dropdown shows sandbox environments, but If I go PPAC for a Developer Environment the target environment dropdown shows Sandbox and Developer Environments.  

    To me it makes sense that you should be able to do the later for with Sandbox as source.
