Dynamics 365 Business Central offers a Pro Forma Invoice form to be printed from the Sales Order, but it does not offer a Commercial Invoice.

A Commercial Invoice is required for shipments to other countries.

The Item Card has fields for the HS Code and COO.

How do we create a Commercial Invoice within BC?

There are also solution on App Source, here is an example (which I did not explore myself) and there may be others out there for you to verify if it does meet business requirements:

I installed, it is not certified for the most recent release of Business Central. Additionally, I tried to contact Createch a number of times - no response. Not sure this solution is supported any more.
