Problem to create multiple tasks with workflow in case

I want to create 2 tasks for case by workflow. The problem is when two task assign to two different users, if second users complete the task first task automatically is completed and owner of both tasks change to the next user that I assign the case. It is not what I want. please tell me what should I do?

Look at the cascading ules this shouldn't happen. I created tasks manually and it is working as expected. Please put you code or screenshot of workflow.

Change the cascading behaviour to none and try.
