If the on-hand inventory for a product is 0 (zero), and the Value open option is set to No for all the inventory transactions, you can change the storage and tracking dimension groups on the released production page. You can't change the product dimension group after the record is created. "
If you can make the inventory zero and able to complete the settlements (please tell your Inventory valuation method as well) for all those item transaction, then only you can achieve this requirement to change Tracking Dimension Group. And if this is not feasible then you need to go with the workaround as suggested by @André Arnaud de Calavon.
