As others have said, you can only have one set of keys installed in GP; they would need to choose between the keys giving them 5 users or 8 users.

Bottom line is, GP uses only one set of up to 5 keys for all functionality except the Manufacturing module. The MFG module uses a separate set of up to 5 keys. There may be other 3rd-party apps that integrate with GP that would have their own set of keys. You cannot insert more than 1 set of keys per GP instance.
The GP licenses that they have are from their MPN benefit and are under the same organization. I guess the question would be could they use 1 set of GP keys with 5 and the other set of keys that they received with 8 on the 1 server they have installed. The 13 licenses they have received are from the same program just different country locations under the same organization tree.
GP Registration keys that provide additional functionality replace the previous set of keys, they are not in addition to the previous keys. What additional toolkit is it?
One set of GP registration keys (5) for a competency through the Microsoft Partner Network' and another set of GP registration keys (8) for an additional toolkit through MPN.
Product keys are housed in the Dynamics (System) database and are mutually exclusive. You cannot enter keys for more than one organization in a single Dynamics database.
That's the technical answer to your question. GP Licensing questions of a non-technical nature should be directed to Microsoft.
It is common practice to configure a test environment, but using keys to set up a second production environment configured with the same keys would be a violation of licensing.
What do you mean 'multiple keys'?
