Error: "You must provide a value for Parent Business"

This question has 3 parts:

1.

I have recently opened an account in CRM online (so there isn't a lot of data).

However, when I tried to edit some info in my root business unit (I get message that this is the root BU when I try to deactivate it) and 'Save & Close' I get message "You must provide a value for Parent Business".

Why is this happening? Is it a bug?

The other thing I noticed is that the document CRM2016_AdministrationGuide says that "You can’t change the name of a business unit or delete a business unit after it has been created. You can disable a business unit or change the parent, however."
But it seems that I CAN change the name and also delete the BU (except for root BU) after deactivating it.

Why the mismatch? What am I doing wrong/different?

In 'My BU name' > Organization > User, why do I not see an option to add new user?

    1. As Jukka's comment mentions, you can just change this by customising the Business Unit entity. Got to Settings > Customisations > Customise the system. Navigate to the Business Unit entity in the Solution Explorer pane on the left (expand Entities > Business Unit). Click on Fields under Business Unit entity node. Scroll down to ParentBusinessUnitID, double click to open. At top right, change requirement level to "optional", click "Save and Close". Click on Business Unit entity (under Entities, but above "Fields" sub-node). On the toolbar click "Publish". This should now get round the bug and let you save the changes to the root business unit. Change field back to "Required" so you don't try (and fail) to create new BUs without a parent.

    2. This is incorrect. in CRM 2011 you could not rename a Business Unit. You can now since 2013 rename, disable, and delete any BU. You can only rename the root BU, not delete or disable it (if you could disable it you would have no access to the system at all - disabling a BU also disables all BUs under it).

    3. With CRM Online, you add users via the Office 365 Admin portal and assign a licence to them there. That creates the user in your online directory and assigning the licence adds them to CRM.

    "Under entity customizations, you can adjust the "parent business" field to be business required, business recommended, or optional."?
