Unable to start the instance on NAV administration

Hi All,
 
I am having trouble starting the NAV instance on the server and getting the below error. 
I have checked the configuration and the accounts, everything looks ok but still getting error. Checked the IIS as well but didn't find any issue there. 
 
Or am I missing anything.

    Hi, it looks like it's an SSL certificate issue, you can see if there's anything more detailed in Event Viewer.
     
    Hopefully other experts can give you better advice.

    The SSL certificate issue was cleared. The main reason was the User that we were trying to start the Instance was the cause. 
    The user should be part of the Domain Admin group and should also be on the SQL database with DB owner rights.
