Our company doesn't use the Payroll module in GP, but we do import payroll data to the General Ledger. Is there a was for us to set access rights for only authorized personnel to see those payroll accounts in the GL?

Of course there, this is called Account Level Security.
You need to setup an organizational levels for the GP Company, then move on to grant the Dynamics GP Users access on the accounts based on any chosen criteria, Account Category, Specific Account Segment ...etc
