    Hi,

When  workflow state showing "Waiting for Resources" means workflow is added into asynchronous process queue.. and will be executed when resources are available.

when workflow state =Waiting .. means workflow started processing, but something went wrong, or exception occurred.

Here are more details on workflow

if workflow is related to sending emails then check

Open the waiting system jobs and check the "postpone until" field to see when they are set to run. If it says something like "12/31/9999" then that workflow has encountered an error and won't ever complete. That's a signal there's a problem with the workflow. If there is an error, it will also show up here.

You'll likely have to cancel the pending jobs and resubmit them once you've corrected the problem otherwise they'll stay pending forever.
