Page Control is not difficult,
But for the rest, I can't see how it works at the moment.
Because as far as I know, there is no global control for this kind of processing in the system (visible, filters....), and it is impossible to get the actions and controls on all pages. I'll look into it when I have time.
If you should do all this in the standard solutions you will have to use pretty much all the roles,security, permission, seurity filter and personalization functionality in the system.
Here is a good starting point for you:
docs.microsoft.com/.../ui-define-granular-permissions. You will also find the manage profiles and user settings there.
Used in the correct way they can achieve a lot but it takes some time to get familiar with all the concepts. As and alternative you can seek assistance from your partner.

Thanks Josh for your reply, I think there is a different way to control the field (Visible, editable, ...).I see a lot of extensions where you select a table then a specific field then you specify the visibility or if editable and ot will be applied to all the system. Like field level permission
Visible is a single page field property only available at that level. You could have a single codeunit that acts as the main control but each page would need a function to call it based on the current methods available
