I talked to Microsoft yesterday and it is a known issue. As a work around, they suggested changing the date for anyone with a start date of 2/29/xxxx to a day before or after. Didn't sound as though there would be a service pack anytime soon since the conditions only occur every 4 years.
I received this same error today. I went into the Control Panel>>Region and Language and changed the "Short Date" format to MM/DD/YYYY on that workstation experiencing the error. We removed the build and logged out/back into GP. We ran the build again, and did not receive the error. So far, no other workstations have had this issue, but they will be doing more payroll next week that may cross the 2/29 date.
