When you setup new user in GP2010 with 11.00.0017 and Hot Fix dated 25Jan,2013 installed, the User doesn't get the Main Menu bar and the Microsoft Dynamics GP menu to select Tools etc.
By resetting the Main Toolbar displays the Transaction, Card, Enquiry etc, but not the Microsoft Dynamics GP toolbar for Tools.
Removing the Support Debugging Tool and setting up a new user, the Menu's appear correctly.
Looks like a new bug introduced.
