Power Fx Ribbon button responding to visibilty formular in dev but not in Test instance

Hi All, 

I am having an issue where VISIBILITY for the Ribbon buttons created using the new PowerFx command bar is working as expected in the Dev instance but it is always visible (even when it should not) in all other instances. Is this a bug or am I missing something here?

 

Can someone help me out, please?
