1. Ensure You’re a Microsoft Partner or contact your MS
You must be a Microsoft Partner with access to PartnerSource or Partner Center.
Sign in at Microsoft Partner Center
Your organization should have access to Dynamics 365 Business Central On-Premises licensing.
2. Use PartnerSource Business Center (PSBC) or VOICE
The BC developer license (also known as a license file (.flf)) is requested through PartnerSource Business Center (PSBC) or VOICE.
Note: Microsoft has moved most licensing processes to Partner Center, but some legacy licenses are still managed via PSBC or VOICE.

Or contact your Regional Operations Center (ROC) or your Microsoft Distributor
3. Request a Developer or Demo License
Since this is for presales/demo purposes, you will typically need to request a demo/developer license, not a production license.
Options:
Request a Demo/Dev license via your Microsoft Partner Account Manager
Or raise a support ticket through the Microsoft Support for Partners
When requesting, mention:
The use case is presales/demo
You need a Business Central On-Premises developer license
Specify the version (e.g., BC 22, BC 23)
4. Download the License
Once approved, you’ll receive an email or download link to obtain your .flf license file.
Use that license in the Business Central Administration Shell or Dynamics NAV Development Environment (if applicable) to import it.
