I need to make the final file from the Word templates editable. This can only be done using a Pdf file. How I can do this?

yes , create ssrs report, convert to pdf.

In SSRS reports I also can save it in Wotd. The main task is make the document editable. I search the solution to make editable pdf document.

Once you have generate the document you can do a File - Saveas PDF within Word
AFIK there is not way to automate the production of a PDF from a Word if thats what you require

In CRM 2016, you can save the word templates to PDF format
and you can send the email via workflow with Generated Word template as Word attachment OR
Pdf attachment.
