Subcontract PO's not generating when I firm planned production order

I am having issues getting my subcontract PO's to create when I firm a planned production order that has an outside service route step on it.  Some background on D365..
 
Version:  10.0.39 is the installed product version
We are using planning optimization instead of traditional MRP
 
Item Number:  SPECIAL FINISH
Product Type: Service
Storage Dim Group: Service
Coverage Code:  Requirement
 
When I create a sales order and run planning optimization, a planned production order is created as expected.  When I firm the planned production order, the estimation and operations scheduling activities are completed.  It is during the Estimation that the subcontract PO should be created for the service item SPECIAL FINISH but this is not happening as expected.  If I manually estimate the production order, the subcontract PO creates as expected.  
 
Part number SPECIAL FINISH is on the BOM with Line Type = Vendor and the subcontract vendor account number is populated
 
The route is setup with a resource group and resource tied to vendor account V702615.  If I go into another test environment and run traditional MRP instead of planning optimization, it works as expected.  I am looking to see if there is a configuration that I'm missing when I run planning optimization or if there is some parameter setting for planning optimization that needs to be enabled/fixed.

    No, I do not have a purchase agreement or a trade agreement set up for this item.  I'll go in and set one up and see what happens.  We are running discrete instead of lean so I didn't think that I needed one.  Again, with traditional MRP in the lower test environments, it was working fine.  Just having the issue in environments with planning optimization activated.  I'll let you know what I find.  Thanks for the suggestion!

    I added a trade agreement line for this item and the subcontract PO created as expected.  Interestingly, I then expired the trade agreement and created a purchase agreement.  When I firmed the planned order, I didn't get the PO generated.  
     
    Is the trade agreement a requirement for planning optimization?  Or is it only like that because we have a parameter set that requires trade agreement?  As I mentioned in my original post, this has only been an issue since we switched from traditional MRP to Planning Optimization
