Setup time for BOM calculations from Item

Hi,

When we calculate item cost for a multilevel BOM from the item number, the setup time is multiplied with the quantity for the underlying BOM when we look at the estimated cost. I cannot find any setup that affects the setup time in the calculations (except for not calculating it at all). 

How can we change this only return the flat rate for setup time independent of the quantity?
