Microsoft Portal - Web template changes is not reflecting on the portal

I created a new web page and used one of the created page templates which includes an already create "Web template", I change the content of the web template to include only "<h1>test</h1>" and it worked, after that whenever I change it it doesn't reflect anything even if I changed it to "<h1>test 2</h1>", I cleared the cache, used different browsers and still the same.

    when you create a Web Page.. there is a Plugin that creates a child Web Page record.. which are the Content/Localized Page

    can you make sure both your "Root" and "Content" web page are pointing to the same Page Template

    In addition to that have you tried to clear server cache : docs.microsoft.com/.../clear-server-side-cache

    when you mentioned you had cleared the Cache I thought you referred to the server side

    in addition, you can add the following into your Favorites Bar (just add a any favorite there and change the URL in the favorite properties)
