Management Reporter Currency Translation

Does anyone have a reference as to how MR actually pulls the currency translation from GP. 

Background:

GP2013/MR 2012 CU15

I have two Retained Earnings accounts that are set to use Historical Rates, but they are pulling different rates for each account. 

The rates that they are pulling are not rates that are anywhere in the Rate tables or an average.
