Slow and unstable speed for DB Backup download from LCS asset library

Just wanted to check with the community how do you handle file downloads from Asset library. I backed up my UAT DB to asset library using the move database option. Now I want to import this DB into my tier DEV box which is hosted with MS. The download speed is very slow and fails every 10 mins and have to keep resuming. I have tried multiple things and dint help. The DB backup bacpac file is around 14 GB in size.

Tried D365AzCopyTransfer based on https://github.com/d365collaborative/d365fo.tools/blob/development/docs/Invoke-D365AzCopyTransfer.md and it seems to have some bug.
I cannot install any download manager as the environment is hosted with MS and we dont have admin access.

What do you recommend ?
