CRM dataverse capacity "used vs allocated" reporting in admin center does not make sense. Need help

I need guidance on a capacity issue for a customer. Can someone please explain the differences between used and allocated? The official Dataverse capacity learn documents do not clearly articulate this.

    It is most likely related to capacity allocation, however I haven't been able to reproduce the bars in my play tenant.

    Can you see if there has been set up any kind of allocation in the tenant?

    In Dataverse, Used refers to the actual storage consumed by your data, while Allocated represents the storage available based on your licensing and purchased capacity.  
     
    The Database usage is 53.4 GB, but only 10 GB is allocated, meaning you're 434% over the limit. The File usage is also exceeding the allocation, with 44.76 GB used against 20 GB allocated. The Log storage is slightly over the limit too.
     
    When usage exceeds allocation, organizations either need to purchase more capacity or clean up unused data. Microsoft enforces storage limits at the tenant level, and exceeding limits could lead to restricted functionality.
