Q : Can we add same fields in multiple tabs in a form ?
A : Yes , you can. But once you update value on one tab it will be reflected to all tabs containing same fields.
Q : Max records limit to retrieve using fetch XML from data base ?
A : Its 5000 records by default.
Q : Relation ships between security roles and users ? can i add 2 or 3 security roles to same user ?
A : N :N => One user can have multiple security role. One role can be assigned to multiple users. Yes you can add multiple roles to same user.
Q: In which step we will use Pre-image and post-Image in plugins ?
A : Pre-image is used in plugins to retrieve the values before the record was updated.
Post-image is used in plugins to retrieve the values after the record was updated.
Q: Is system administrator can see personal views of users ?
No, because they are personally belong to the user who created them.

Navigate to Form customization -> uncheck the 'Only show unused fields option .

5.000 is the maximum limit but still you can fetch more records using paging.

Yes you can, uncheck the check box on the right pane of the entity form to display all the fields. This way, you can add your needed fields into another sections/tabs

It is N:N relationship (systemuser_roles)
You can add more than 1 security role to a user and the permissions will be merged
