How to clear the budget Pre-encumbrance if PO lines, which are created by PR, are deleted

Reproductive Steps

1. Approved PR with 2 lines had converted to PO by system automatically
2. PO click [Request Change] to be draft
3. Click [Remove] to delete these 2 PO lines and then add same 2 lines again

In budget control statistic, we found that the PR's lines amount are present in pre-encumbrance.

Hence, we try to click [Cancel] PR lines but failed with warning messages.

Please advise how to tackle it
