Hi:

Is it possible to build an alert telling a salesperson to convert a sales order to a sales invoice for the customer, after shipping and receiving has processed the Warehouse Pick and Warehouse Shipment?

Or, can such alerts only be configured through Power Automate?

The easiest way is to do i through Power Automate unless you want to code it.

You could have a codeunit that runs in a Job queue that create this alerts. But that will require coding.
