I have seen this at a client' site and our my laptop as well as a co-worker's laptop. I know we can download the tax.cab file; however, just wondering if MS is aware that GP2015 has a problem.

Yes Microsoft is aware.
It is the third item under Critical Upgrade Notes in this document.
