Activate / Deactivate Button Not Displaying

We are trying to unhide the Activate / Deactivate button form our CRM 365 but it continues to be hidden. Here is our situation:

In our environment, there is one display rule tagged with the Activate/Deactivate button which is "trnc.account.DisplaytoAdmin.DisplayRule".This rule contains the definition of Case entity with global delete access. So if the Security role has Global delete access on Case entity then and only buttons will be visible.

Now we need to remove this display rule to make this button visible for all the security role. With the ribbon workbench, we have removed this and it continued not to work.

After removing that display rule from both the command, it s actually not visible in display rule list but it continues to be tagged with the command. Even after we remove the command and publish the solution the problem continues to occur. When we tried to customized that button again, that rule continues to be tagged to both the command and it is not being removed with ribbon workbench.

In the Solution/ Application ribbon component ,Ribbondiff tag is also not available to make the change.

Anyone had this issue with CRM 365 Online?
