Does Non-interactive user ID needs D365 license to send emails from CRM?

I have a Non-interactive user call eg. abc@abc.com.au
If I remove the d365 license from the O365, can this user ID still be able to send emails out from the CRM?

Purpose of this account is to auto run some activities.

    I didn't try this. However, as the doc says,  Non-interactive user can  programmatic access to and from customer engagement apps between applications.

    So if you send the email by code like this blog, it should work.
