User resources available for service activities at multiple sites

I need to be able to assign users to service activities that can be at different sites.

When the schedule system is used it needs to check users available for counselling sessions and rooms available at the specified site. The issue I am having is that I can't assign a user resource to multiple sites, where they can carry out these sessions. Is there a way to get this working or does anyone have any suggestions to work around it.
